Challenges of school leave policy implementation in Northern Gauteng : voices of school principals

Abstract

Implementing education policy is a dynamic and multifaceted process involving numerous stakeholders, and several factors can hamper its effectiveness. School principals, as the most crucial figure in leading the implementation of policies in schools, often face multiple challenges when applying the policy in practice. This study explored the principals challenges of implementing school leave policy in public South African schools. A qualitative methodology was employed, utilising a case study design. Five public primary school principals and five secondary school principals were purposively selected. Semi-structured interviews and document review were used to gather data from school principals, and data were analysed thematically. The findings revealed that the challenges in implementing the school leave policy were primarily due to educators' lack of knowledge about the policy and its entitlements. There were delays in submitting leave forms, educators’ failure to report absences, and their refusal to complete leave forms. Some educators extended leave of absence, which affected teaching and learning. In conclusion, the study recommends the need for stricter enforcement, increased educator awareness, and enhanced district-level support to prevent administrative inefficiencies and ensure the smooth operation of schools.
